Carro to open eight MV15 (B5 Ownership Transfer) vehicle inspection centres nationwide on June 16

Carro Technology Sdn Bhd is set to open eight Motor Vehicle Inspection Centres (PPKM) at one go nationwide on June 16. Located in Glenmarie, Wangsa Melawati, Kajang, Klang, Bayan Lepas, Melaka, Muar and Johor Bahru, these centres will carry out vehicle inspections for MV15 (previously known as B5) Private Vehicle Ownership Transfer purposes.

Ahead of the launch, transport minister Anthony Loke this morning visited Carro’s Kajang centre, where he was given a demonstration of the inspection process. In case you didn’t know, Puspakom‘s since-1994 vehicle inspection monopoly finally ended in 2024, after the government said in 2023 it would open it up to other companies to ease congestion at Puspakom outlets, expand access to these services for the rakyat and promote healthy competition.

Carro Technology Sdn Bhd was among four companies (the others were Carsome Academy Sdn Bhd, Wawasan Bintang Sdn Bhd and Sarawak’s Beriman Gold Sdn Bhd) the government announced on July 16, 2025 as having been appointed to carry out MV15 inspections, out of at least 12 companies that applied between July 1 and October 31, 2024.

The transport ministry said in a release today that Carsome Academy Sdn Bhd, Car Medic Sdn Bhd and Beriman Gold Sdn Bhd are still in the process of developing their centres and that Carro’s inspection operations are subject to the road transport department‘s (JPJ) strict conditions and standards.

These include the provision of complete inspection infrastructure (including a special inspection room or lane and personnel dedicated to ownership transfer inspections, in line with ISO/IEC 17020:2012 – Conformity Assessment Requirements for the Operation of Various Types of Bodies Performing Inspection), MySikap integration, obtaining approval from relevant authorities and ensuring JPJ accreditation for the motor vehicle inspectors.

The inspection fees are government-controlled and are therefore the same as if you were to go to Puspakom – for MV15, it’s RM30 + RM5 processing fee + RM2.80 (8% SST on RM35) = RM37.80.

    About tine…I wonder what happened since the announcement made way back about not relying on Puspakom alone.. Hopefully now there is slight relief with the scheduling and appointments.

      6 centres is not going to relieve anything, really. And these 6 only does one type… ownership change.

      More interestingly, Carro is a car reseller. How is that not a conflict of interest?

    Why this authorized vendor crap in the first place? RTD/JPJ bikin sendiri la…controlled issuance through a government department. No proof of ownership/insurance/IC/drivers licence then no standard plate issued. Revenue also all go to gomen. No issue with LPR/ANPR misreading. Simple. Then next round renew road tax all fail, kenot renew. Insurance also kenot. Then buat operasi/roadblock…terus impound kereta/moto/lori. But noooooooo…too many tauke accessories shop to keep hepi deswai…

      because knowing how govt department works anything will take 3 to 5 business days to get it done.
      while private workshop can do it in a matter of hours.
      whether workshops are trustworthy or not, is a different matter. but they are definitely more efficiient and faster than gomen bureacracy. and may i remind you that JPJ itself is also rife with corruption if the recent car transfer scandal is any clue.
