The transport ministry has revealed that 5.5 million road transport department (JPJ) summonses remain unsettled nationwide, and has called on motorists to settle them before January 1, when heavier fines and stricter enforcement measures begin.

Transport minister Anthony Loke said offenders have until December 30 to take advantage of the 50% discount offered by JPJ under its ongoing payment campaign. After that, defaulters may face legal proceedings or find themselves unable to renew their motor vehicle licence (LKM), The Star reports.

“Anyone who does not settle their compounds will either be going to court or have their LKM blacklisted. This means they will be unable to renew their road tax, which is integrated with the MySikap system. We urge them to settle it because come January 1, the new policy will commence,” he said.

He said that the outstanding summonses are for various offences as of November 6. Out of the total, about 3.7 million are those comprising of action under JPJ (P) 22 (on the spot summons) followed by AWAS (Automated Awareness Safety System), with 1.38 million summonses.

“The remainder is comprised of JPJ Notice 114 (297,382), Notice 115 (161,699), and 6,409 summonses issued under the Commercial Vehicle Licensing Board Act 1987,” he said.

Loke was asked by reporters why JPJ has retained a 50% discount rate as compared to PDRM, which was offering a 70% discount on summons, and said this was because the percentage has been retained since the beginning of the year. He said it would be unfair to increase the percentage, especially to those who had paid earlier.

As previously reported, a new saman structure based on the principle of “the less you delay, the less you pay” will replace existing traffic summons discount campaigns from next year. Under the new system, motorists will qualify for a 50% reduction if they pay within 15 days and a 33% reduction if they pay within 30 days. After 30 days, full payment is required, and after 60 days, potential court action or blacklisting will be enforced.

    Mmm interesting. I wonder if these defaulters ever renewed their road tax. I was blocked from renewing my road tax in August 2025 due to an outstanding summons supposedly for breaking the speed limit on the NSE in 2023.

    That is maybe close to 30% drivers in Malaysia. Honestly do you think those people even cares after so many decades and they will blame the elites and some don’t even renew roadtax & insurance and if anything still have undertable settle.

    Summons is a small amount and sometimes it’s by overzealous policemen who dish out summonses.
    Can the government get back all the money lost through corruption and bribery first before attacking the hapless rakyat?
    We hear about money lost through corrupt practices and bribes everyday but the ministers involved still move freely and are still looking at ways to make more money through C and Bs.
    How many ministers are driving Bentleys, Range Rovers and Lambos and how do they afford this through their meagre minister salary?

  • Give them till Dec to pay up or cancelled their Budi 95 or SARA or whatever it they enjoy right now. This will settle almost half of whatever pending as they will panic kaw2. They either pay or deduct from their aid till its settled.

    Then, put onhold all tax return for those with outstanding saman or just deduct it from tax return. Lets face it, the rich oso dont pay summon.

    One more thing, better extend deadline to next year Feb to collect more payment…contractual bonus payout is usually in Dec or January.

    We know we already learned
    I already paid all my police summon from last 7 years, 5 saman just rm30 each all parking
    But now you gave me a jpj awas saman for 150, paid within first 14 days yet no discount. Those who never pay 5 years also pay 150 after discount. If you are serious you’ll extend the 50% to the early payer make it rm75

  • i would advise motorcyclists not to pay those summons, motorcycles don’t need insurance or road tax, because if you do you need to be held accountable if you hit a car, just say you tarak roadtax insurance and tell them car drivers to claim their own insurance

    I was blacklisted to renew my roadtax. Still in time as my roadtax expired on 25 Dec. Got 50%
    Discount from jpn. The fact is I did not realize that speed trap by camera samam is to be paid to jpj.
