According to a report by The Star, a study is being carried out on barring the use of overseas-registered credit cards at outdoor payment terminals in petrol stations. Domestic trade and cost of living minister Datuk Armizan Mohd Ali said this is one of the additional steps being considered to prevent leakages under the Budi Madani RON 95 (Budi95) programme.
“We are seeing if this mechanism can be expanded. At the same time, monitoring and operations by plainclothes ministry officials will be carried out at known hotspots,” he said in the Dewan Rakyat today.
Armizan added that the ministry took a serious view of threats allegedly issued to petrol station operators over the sale of RON 95. “Such actions are criminal offences and those affected can lodge police reports. Currently, the regulations lean heavily towards licence holders or petrol station operators (who sell to foreigners),” he explained.
Last month, the ministry of domestic trade and cost of living (KPDN) revealed new regulations are being drafted to enable action to be taken against owners of foreign-registered vehicles that purchase RON 95 petrol. This will be enforced from April 1 this year and comes after calls to hold perpetrators accountable instead of the liability solely being borne by petrol station operators.

Stupidest idea yet from this very stupid Gomen. To get a local credit card you need a local bank account, which short term visitor will bother to get a local account to a country they may never visit again if we keep this stupid rule?
The idea here is to prevent any foreigner from using his/her foreign registered credit card at the pump’s OPT so that he/she cannot covertly pump RON95 into his/her foreign registered car without the knowledge of the petrol station’s cashier. Therefore, the foreigner would have to use his/her foreign registered card at the cashier’s counter so that the cashier will ensure that only RON97 is to be pumped into the foreign registered car. Don’t simply call others stupid if you yourself don’t understand this news article.

my comment sure backfire… but since gov cannot control foreign people pump 95. why not just increase 95 2-5sen per litter? since all malaysia have budi right.
because this price increase will severely impact the large cohort of foreign white-collar expats working in malaysia and driving malaysia car.
A better solution would be to ensure that every foreign-reg car owner to pay at the cashier/indoor so that the cashier can only approve RON97 for the car. That way no more ‘confusion’ on who can buy what. Onus is on the petrol station owner to enforce.
