Budi95 excludes 900,000 foreigners with Malaysian driving licences, saving Malaysia billions of RM – Loke

The government has said before that the Budi Madani RON 95 (Budi95) programme could save Malaysia between RM2.5 billion and RM4 billion a year by subsidising petrol only for Malaysians with a MyKad and a valid driving licence, and not for foreigners and the commercial sector.

While the commercial sector runs largely on diesel – subsidised under the Subsidised Diesel Control System (SKDS) 2.0 – one does wonder exactly how many non-Malaysians (who would have a reason to buy petrol) are being excluded.

Well, transport minister Anthony Loke said in a press conference today that based on road transport department (JPJ) records, 878,279 foreign nationals, including over 18,000 permanent residents, currently hold Malaysian driving licences, according to a Malay Mail report.

“This group will not be eligible for the fuel subsidies. That means previously our government had been providing subsidies to almost 900,000 foreigners. From this, we will save billions of ringgit every year,” he said, adding that about 0.88% of the nearly 17 million eligible Malaysians may face issues accessing the subsidy because their licence details have not been updated with their current MyKad information.

The three main groups affected are licence holders who registered using old identity documents (such as pre-MyKad ICs or birth certificates), Armed Forces or police driving licence holders who have yet to convert to a Competent Driving Licence (CDL), and those with discrepancies or errors in their IC numbers.

“To resolve this, JPJ has opened special counters at all its offices nationwide for Malaysians in these categories to update their details. They need to come in person as a thumbprint is required,” Loke said, adding that no fees will be charged for the update. Read the finance ministry’s Budi95 Frequently Asked Questions (FAQ) here.

    900k figure is the official RTD data for license holder. The one without license such as Rohingyas. Banglas, Pakistans, Indian, Chinese, Siamese etc can easily touch 3-4 millions in numbers.

      Seems like bunch of BS. Nearly 1mil non citizen drivers and that is from 20mil Msian roadusers. Is this joker saying there are 1 in 20 drivers on the road not Msian?
      Pick any jam and scan the drivers around you, where got 18 others that are Msian and a single non? I guarantee you the ratio is 50:1 if not higher.

      WTF did this joker minister gets his “facts” from? His rear hole kah?

        number of license holders doesnt mean they are actively driving. for example a grab driver is on the road 12 hours a day everyday. while a foreigner might be driving only couple of times per week.

  • Hidup nelayan makin tersempit. Kerajaan pun tak bantu kecuali subsidi diesel.

    Apa kata kita galakkan nelayan utk daftar bawa Grab. Dengan kuota petrol tanpa had, nelayan boleh bawa grab secara tenang sebelum beli diesel keluar laut.

      What are you talking about? Nelayan2 boleh mohon untuk elaun sara hidup nelayan laut/ darat, dapat subsidi disel DAN petrol, boleh mohon batuan perumahan bernilai sejingga rm84k di semenanjung Dan rm90k di Sabah/ Sarawak. Itu tak termasuk Inisiatif Hasil Tangkapan.

  • Kesian to my friends who are from poor countries in middle-east, come here as a lecturer. They pay taxes too and even care enough to take Msian driving license. No. of expatriate workers (especially professional) will surely decline after this.

      RM2.60 for RON95 is still reasonable and affordable compared to other ASEAN countries (except Brunei). Don’t make a fuss about it plus these lecturers have the access to public transport so make use of it. You are just being dramatic.

        With such discrimination, expect a mass export of expats from Msia to other neighbouring countries. Maybe that is what Anwar want to do, brain drain the nation and make it dumb so he & his dynasty can rule perpetually. Msians were stupid enough to vote him after all. It is only going to be worse from here on.

            Of course they will pay there since they’re allowed to work and get money to pay,
            Put here ?? They are not allowed to work and u have to pay around 60% yearly of what u get just to get a worker visa on average of 2k-3k salary, and mostly half of those are just students!
            So do u still have the same opinion now ??

  • most of the 900k figure will just use wife or husband mykad. This is just a trap so that everyone starts using mykad to refuel. You give small discount and people will just rush into it
