First grab a plane or helicopter,

Fly over to the south side of Fort Zancudo. Fly high enough to allow yourself to freefall toward the last Hanger from the northwest, then deploy your parachute to allow yourself to glide into the Hanger and the P-996 will be waiting inside for you.

You should have a enough time to fly the jet right out when it leaves the Hanger if your landing was precise enough.

Now just get rid of your stars or continue your mayhem.

You can also grab the fastest car you find (An Adder is recommended) and stop outside Fort Zancudo. Wait until the tank comes in sight then move on. Then speed towards the hangars and run up to the jet. Throw a few grenades or sticky bombs behined you if there are cop cars, then jump in. DO NOT make the jet airborne until you are near the boundary of Fort Zancudo or the air defense will shoot the plane down with missiles, then you can fly up and enjoy!

take a fast car and go to the given location you will get a 4-5 star wanted level  go to the hangar of the plane and take it .now enter lower wanter level cheat or evade
