    Budi Diesel cash assistance stays at RM300 for April

    The ministry of finance (MoF) has announced that the monthly cash assistance under the Budi Madani Diesel initiative will be maintained at RM300 for the month of April 2026. The assistance was increased from RM200 to RM300 last month.

    The ministry said that payments will be disbursed from April 8, with an allocation of around RM102 million se to benefit about 340,000 recipients under the Budi Individu or Budi Agri-Komoditi (farmers) categories. The Budi Diesel programme has disbursed RM1.12 billion in cash assistance since its introduction in May 2024.

    Prime Minister Datuk Seri Anwar Ibrahim said the measure is aimed at ensuring diesel users, particularly individuals and those in the agri-commodity sector, continue to receive support and are shielded from being fully exposed to higher global fuel costs.

    At present, the retail price of Euro 5 B10 and B20 diesel in Peninsular Malaysia is RM5.52 per litre for the week of March 26 to April 1. This represents an 80 sen increase from last week, when it was priced at RM4.72 per litre. Euro 5 B7 diesel, which costs 20 sen more per litre, is currently priced at RM5.72 per litre.

    The ministry of finance (MOF) has announced the payment dates for the RM200 Budi Diesel monthly cash assistance for 2026, applicable to eligible private owners of diesel vehicles and agriculture smallholders in Peninsular Malaysia.

    The diesel cash assistance programme was announced in May 2024, ahead of the implementation of the targeted diesel subsidy scheme that began on June 9, 2024. To recap, one can apply for diesel subsidies under Budi Individu or Budi Agri-Komoditi categories for farmers (fleet owners have their own Sistem Kawalan Diesel Bersubsidi fleet card).

    Criteria for Budi Individual applicant eligibility are as follows:

    • Malaysian citizenship
    • Owner of a JPJ-registered diesel private vehicle, except luxury diesel vehicles less than 10 years of age
    • Vehicle has valid road tax
    • Annual income of RM100,000 and under (individuals and couples)

    Criteria for Budi Agri-Commodity applicant eligibility are as follows:

    • Registered farmer or smallholder with relevant agencies under the ministry of agriculture and food security (KPKM) or the ministry of plantation and commodities (KPK)
    • Able to demonstrate annual turnover of between RM50,000 and RM300,000 from farming or commodity production

    RM5 billion a year saved via Budi Diesel, MoF says

    The diesel subsidy rationalisation programme, also known as Budi Madani Diesel (Budi Diesel), has saved the Malaysian government around RM5 billion a year since its June 10, 2024 implementation, the finance ministry has said, according to a Bernama report.

    Besides reducing pressure on the country’s fiscal position, the savings enable funds to be redirected for more productive purposes, including strengthening the people’s social safety net, the ministry said yesterday in a written reply to Rompin MP Abdul Khalib Abdullah who wanted to know how effective the targeted petrol and diesel subsidies have been in reducing leakages and easing Malaysia’s fiscal burden.

    “Among the government’s proactive measures is the improvement of cash aid such as Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA) by increasing allocation to RM13 billion under Budget 2025 compared to RM10 billion in the previous year, and further to RM15 billion through the SARA Appreciation initiative. The savings are also used to fund development projects that can increase the country’s productive capacity,” it said.

    Also, over 140,000 recipients under the Budi Individual category and 180,000 recipients under the Budi Agri-Komoditi category have been approved, with total payouts of RM430 million and RM350 million respectively. As of September 30, diesel fleet cards (which unlock diesel at RM2.15 a litre) have been approved for 355,074 vehicles under 121,618 companies.

    As of 4pm October 8, over 10 million out of 16 million eligible Malaysians (62.5%) have bought 365.7 million litres of RON 95 petrol at the subsidised RM1.99 a litre (RM727.7 million total) since Budi Madani RON 95 (Budi95) began on September 27 for police and military personnel. The latest numbers are 12.4/16.5 million Malaysians (75%) and 930 million litres (RM1.85 billion) as of October 21. We’re approaching the first full month of Budi95.

    Meanwhile, the economy ministry said in the same written reply that the Central Database Hub (PADU) is one of the key reference databases for Budi95 validation by the finance ministry. “Based on the available data, the government can identify socio-economic intervention programmes for specific target groups. In this regard, PADU can be utilised as a reference database by the relevant government agencies.”

    There is no deadline for applications to the Budi Madani targeted diesel subsidy, said finance minister II Datuk Seri Amir Hamzah Armizan, reported Bernama. Applications are opened on the Budi Madani website.

    “I want to stress that there is no deadline for this assistance. As such, I urge those eligible, whether for Budi Individual or Budi Agri-Commodities, to apply promptly. Individuals can also check and file appeals on the same website,” the minister said yesterday.

    Applicants who miss out on applying for the targeted subsidy assistance can still qualify for cash assistance from the month they have applied onwards, and that timely applications will ensure that aid is received sooner, he added.

    “If there are any issues or appeals that arise, individuals can take appropriate action and the authorities will assess them based on their capabilities and the details of the application submitted,” the minister added.

    Diesel fuel subsidy rationalisation in Peninsular Malaysia began today, with the retail price of the fuel increasing by RM1.20, or 56%, to RM3.35 per litre.

    The ministry of finance has also named the criteria of diesel vehicles which do not qualify for subsidised diesel, and these are described as:

    • Privately registered for companies and organisations
    • Luxury vehicles under 10 years of age (the ministry lists these by brand, including Audi, BMW, Mercedes-Benz)
    • Registered for e-hailing
    • Motorcycles, caravans, motorhomes, tourist vans, and tourist buses

    The Madani subsidy assistance programme was announced on May 27, with applications opened the day after, and eligible individuals may apply under Budi Individual and Budi Agri-Commodity categories. Successful applicants will receive a RM200 monthly sum in financial assistance.

    The ministry of finance (MoF) has named the types of vehicles which do not qualify for the Budi Individual targeted diesel subsidy assistance in Peninsular Malaysia, under the Budi Madani subsidy assistance programme.

    Diesel vehicles which do not qualify include those which are:

    • Privately registered for companies and organisations
    • Luxury vehicles under 10 years of age (the ministry lists these by brand, including Audi, BMW, Mercedes-Benz)
    • Registered for e-hailing
    • Motorcycles, caravans, motorhomes, tourist vans, and tourist buses

    In the list above, the second point likely refers to private owners of diesel vehicles which are operated only for personal use, while the other points are for diesel vehicles other than for personal use.

    On May 30, minister of domestic trade and cost of living Datuk Armizan Mohd Ali said that applicants may apply for either the subsidised diesel control system 2.0 (SKDS 2.0) or Budi Madani, but not both, as SKDS 2.0 applies to companies, whereas the Budi Madani programme is intended for farmers, smallholders and others, the minister said.

    However, according to MoF sources, we were informed that a person could technically apply for both SKDS 2.0 and Budi Individual if they are both a business owner, as well as a personal owner of a diesel vehicle. This suggests that the same person could apply for SKDS 2.0 for the company-registered diesel vehicle, and under Budi if he or she has a privately-owned diesel car as well, as long as said vehicle meets the criteria.

    The criteria for Budi Individual applicant eligibility are as follows:

    • Malaysian citizenship
    • Owner of a JPJ-registered diesel private vehicle, except luxury diesel vehicles less than 10 years of age
    • Vehicle has valid road tax
    • Annual income of RM100,000 and under (individuals and couples)

    Diesel-powered luxury vehicles which are 10 years of age or older will be considered for the Budi Madani subsidy assistance programme, finance minister II Datuk Seri Amir Hamzah Azizan has said. The ministry of finance will soon issue the list of vehicles classified as luxury vehicles under the Budi Madani programme, Bernama reported.

    “Even though [they are] classified as luxury vehicles, if these vehicles are ‘sick’ after more than 10 years, they may be considered [for subsidy], Amir Hamzah said, adding that the announcement on whether the price of diesel will be floated will be made at an appropriate time.

    “Give us time because we don’t want speculation that will cause ‘hoarding’ activities or misappropriation of diesel, the minister said.

    Budi Madani was announced on May 27 for private owners of diesel-powered vehicles and agriculture smallholders in Peninsular Malaysia, with applications opened on May 28.

    However, applicants will need to apply for either Budi Madani or the subsidised diesel control system 2.0 (SKDS 2.0) programme, which is intended for companies, but not both, according to minister of domestic trade and cost of living Datuk Armizan Mohd Ali.

    Applicants looking to receive diesel subsidies may apply for either the subsidised diesel control system 2.0 (SKDS 2.0) or Budi Madani, but not both, minister of domestic trade and cost of living (KPDN) Datuk Armizan Mohd Ali has said, reported The Star.

    The SKDS 2.0 applies to companies, whereas the Budi Madani programme is intended for farmers, smallholders and others, the minister said.

    “They can only choose one. We observed that there are farmers or households that have small businesses and do not have a company. Hence, we will have to help them through the Budi Madani programme,” Armizan said, adding that further details on Budi Madani will be announced by the finance ministry, while SKDS 2.0 is handled by the ministry of domestic trade and cost of living.

    The types of vehicles approved to receive diesel subsidies under the SKDS programme was decided by an inter-ministerial committee, and also involved engagements with associations and stakeholders, the report quoted Armizan as saying.

    The criteria of vehicles selected to receive diesel subsidies through the SKDS programme leaned towards those in the logistics sector, or those providing essential services to consumers, the minister added.

    The SKDS 2.0 programme began in March this year involving five petroleum companies and nine vehicle types, with the former having issued 90,000 fleet cards to eligible transport companies earlier this week.

    Meanwhile, the Madani subsidy assistance programme, or Budi Madani for private owners of diesel vehicles and agriculture smallholders in Peninsular Malaysia was also announced, with the Budi Madani application website open from Tuesday.

    The Madani government’s much talked about targeted subsidy programme is here, with diesel fuel kicking things off before RON 95 petrol eventually comes onboard. Basically, fuel prices will no longer be at today’s low subsidised price at the pumps, but those deemed in need of assistance will be given direct cash transfers to offset the price increase.

    That sum is RM200 per month, as announced by the finance ministry (MoF) yesterday. The Program Bantuan Subsidi Madani, or in short, Budi Madani, is for private owners of diesel vehicles and agriculture smallholders in Peninsular Malaysia. Sabah and Sarawak will continue to receive fuel subsidy at the pumps – no change for East Malaysia.

    Applications are open today, May 28, and one can apply for Budi Madani subsidies under Budi Individu or Budi Agri-Komoditi categories for farmers (fleet owners have their own Sistem Kawalan Diesel Bersubsidi fleet card). The criteria for Budi Individual is that one must be a Malaysian citizen and an owner of a JPJ-registered diesel private vehicle.

    Said vehicle must not be a ‘luxury’ diesel vehicle below 10 years of age. The government is yet to spell out its classification of luxury, so we’ll see if high-end pick-up trucks are included. In any case, owners of such trucks will likely be over the RM100,000 annual income threshold (individuals and couples), and the government said that it will cross-check with LHDN on this. Finally, the diesel vehicle must have valid road tax.

    The Budi Madani website is up and the main page greets you with a brief introduction of the programme and why it is needed. Scroll down and you’ll see three categories for applications – the above-mentioned MySubsidi Diesel (SKDS) fleet card, Budi Individu and Budi Agri-Komoditi.

    We’ll focus on Budi Individu here. Log in using your IC number without dashes/space and you’ll be directed to a page to fill in all your personal details, as well as the details of the diesel-powered vehicle(s) that you own.

    What they need is your number plate, make and model of your vehicle, usage class and road tax expiry date. There are a couple of slots if you have more than one applicable vehicle – see the screenshot above. Of course, all the details that you input will be cross-checked with the relevant government agency, which in this case is the JPJ.

    MoF says that those whose applications are approved before June 3 will receive their first Budi Madani payout by mid-June, and subsequent payments will be made monthly. For applications approved after June 3, one will receive his/her first payment within two weeks, and every month thereafter. The monthly sum will be transferred into the bank account that you stated in the application form. You can appeal your case if rejected – the website has a ‘rayuan’ section that will be active in mid-June.

    It was not explicitly stated, but the fact that payouts will start as early as next month clearly means that pump prices for diesel in Peninsular Malaysia will be floated to market price very soon. As of today, unsubsidised Euro 5 diesel is selling for RM3.33 per litre – compared to the controlled price of RM2.15, that’s an increase of RM1.18 per litre, a 55% jump.

    Diesel Subsidy in Malaysia – here’s how to apply for the Budi Madani RM200/mth subsidy

    Here’s some back-of-the-envelope calculation. Using RM3.33 per litre as the market price, the Budi Madani RM200 payout will make up the price difference for up to 169.5 litres of diesel fuel a month.

    If your truck is doing around 10 km/l, that works out to an average mileage of 1,700 km per month before the targeted subsidy runs out. Do more than that and you’ll pay the full price for diesel, just like the T20s in their Raptors (if that high-performance Ford Ranger is classified as luxury). However, diesel pump prices may be adjusted upwards in stages, as opposed to an overnight jump to market price.

    For now, the majority of motorists in their petrol-powered cars will sit and observe, but it surely won’t be long till the government abolishes blanket subsidy for RON 95 fuel. When that happens, it’s logical that this direct cash transfer programme – currently ‘on trial’ with diesel – will be used. At the time of writing, non-subsidised RON 95 is priced at RM3.35 per litre – RM1.30 more than the controlled price of RM2.05, a 63% increase. Are you ready?

    UPDATE: The Budi Madani application website is now open.

    Applications open tomorrow, May 28, 2024 for eligible individuals, who may apply for Budi Madani subsidies under Budi Individual and Budi Agri-Commodity categories. Successful applicants in both categories will receive a RM200 monthly sum in financial assistance as part of the targeted subsidy programme for diesel, the ministry stated.

    Criteria for Budi Individual applicant eligibility are as follows:

    • Malaysian citizenship
    • Owner of a JPJ-registered diesel private vehicle, except luxury diesel vehicles less than 10 years of age
    • Vehicle has valid road tax
    • Annual income of RM100,000 and under (individuals and couples)

    Criteria for Budi Agri-Commodity applicant eligibility are as follows:

    • Registered farmer or smallholder with relevant agencies under the ministry of agriculture and food security (KPKM) or the ministry of plantation and commodities (KPK)
    • Able to demonstrate annual turnover of between RM50,000 and RM300,000 from farming or commodity production

    Applications can be made online at the Budi Madani website, which will be online throughout the year, according to the ministry of finance. Applicants who have had their applications approved before June 3, 2024 will receive their first Budi Madani payout by mid-June 2024, and subsequent payments will be made monthly.

    For applications approved after June 3, 2024, successful applicants will receive their first payment within two weeks, and every month thereafter. The monthly sum will be transferred into the bank account of your choice, or in cash from any BSN branch for successful applicants without a bank account.

    While it’s not explicitly written, the fact that payouts will start as early as June 2024 clearly means that the in-station pump prices for diesel fuel in Peninsular Malaysia will be floated to market prices very soon. As of today, unsubsidised diesel Euro 5 is priced at RM3.33 per litre, compared to the controlled price of RM2.15. That’s an increase of RM1.18 per litre, or 55%!

    Using these numbers, the RM200 payout will make up the price difference for up to 169.5 litres of diesel fuel each month. For a diesel car doing around 10 km/L (diesel vehicles are mostly large and heavy), that works out to an average mileage of just 1,700 km per month, before the “subsidy” runs out. Any more, and you’ll be spending more on fuel than you do now.

    This monthly cash transfer programme will likely extend to petrol users too, as and when the government decides to lift subsidies on RON 95 fuel.
