User story & summary:
We're allow limiting the "Add a link" (structure task) only to newcomers that fall under a specific amount of total edits. We're doing this because we received the following community input: reduce the high volume of low-impact edits that needs patrolling, and prevent users from abusing this feature to boost their edit count / being autopromoted to specific user groups.

Acceptance Criteria:
- community configuration: a new setting is available to set the total edits threshold for add-a-link — T395383: Community Configuration: Restrict "Add a link" suggested tasks based on newcomer total edit count
- select types of edit: disable add-a-link to all newcomers above the X edits threshold — T393769: Disable task type X for a user when the configured threshold is reached
- notification: newcomers with more than X edits && that completed at least 1x add-a-link task && still have add-a-link selected will receive a congratulatory/levelling up message — T393771: Send a notification to newcomers when Add a link edit threshold is reached
- reinforcing message: a reinforcing message is introduced under the unavailable task type — T393920: Add a reinforcing message under the disabled task with some user impact metric
