See T371744 for some design concepts

Summary: Permit Event Registration to be used in other namespaces, so that members of WikiProjects can create events with the tool that are promoted via the Collaboration List. Potentially use Community Configuration for wiki admins to determine which namespaces are permitted for Event Registration on the wiki.

Notes on how this could work:

Allow events outside of Event: namespace (T318179).
[maybe] Registration can be enabled by non-creators of the page.
No automatic pop-up, but just go to enable registration and put link in the field
Maybe a use case for community configuration?
