Remember the big news from last August, when BYD Malaysia confirmed plans to set up a local assembly plant in Tanjong Malim, Perak? If you’ve wondered why there has been no update on the progress of the facility, which was expected to begin production in the second half of this year, the reason for that silence has been revealed.

As The Edge reports, the fate of the plant, which was supposed to have been 100% funded by BYD, is up in the air, as the Chinese automaker is said to be relooking at its plans to set up production here, because it reportedly can’t agree with the terms set by the ministry of investment, trade and industry (MITI) with regards to related requirements.

According to the news report, it is understood that the contention is with the terms set by MITI, which would involve BYD exporting as much as 80% of the cars produced in Tanjung Malim, with the remaining 20% of production to be vehicles priced at above RM200,000 per unit.

“These [the 80% export figure and 20% production of EVs at above RM200,000 for the local market] were the terms they couldn’t agree on,” MITI minister Datuk Seri Johari Abdul Ghani told the publication in a brief phone conversation.

He added that there was a need to protect the local auto industry, which provides employment to some 700,000 people. “You must also remember that both Proton and Perodua have 50% local content in their cars, and Proton sells about 150,000 cars a year [while] Perodua sells about 350,000, which is a lot, and these two companies built much of the existing ecosystem for the auto industry in Malaysia. So, we have to protect them,” he said.

Asked if Chery Malaysia’s plans for a RM2.2 billion investment on its Smart Auto Industrial Park assembly plant in Hulu Selangor would proceed, Johari said that the deal has already been concluded, so it stands. The report adds that it is not known how this will impact several other Chinese carmakers such as Zeekr and Xpeng, which are understood to have plans to commence local assembly activities for EVs in 2026 following the end of the tax exemption on CBU EVs at the end of 2025.

The government has also introduced a new minimum price of RM250,000 for CBU fully-imported EVs, which not only covers new brands but also new models from existing brands, hence the growing push by carmakers on the CKD front. This implies a RM50k difference between the reportedly stipulated RM200k minimum for CKD EVs, and the minimum for CBU electric vehicles.

    Very unwise decision by officers of Miti and Dato Jo. We should encourage the people to use EV. As this could reduce our dependent on oil. Not only that, we also should encourage people to install EV, especially those who live in landed houses, and those who got extra land.

    Our energy dependency should not only rely on OIL. Come on officers of Miti and other government officers, if you feed the minister old ideas, the Ministers will do as you says.

    Solar and EV are the future. I don’t own an EV yet but plan to own it when the ecosystem is right. With the government officers like this, it is very difficult for the country to move forward let alone having old minded ministers.

    I don’t understand when the government die die try to protect this local brands? Why do the rakyat has to suffer? Imo Proton and Perodua should stop producing their own car and start venturing into contract manufacturer assembler. This will in turn forces our local vendor to level up like what happen in Thailand. It is severely frustrating to hear investment going away because some people needed tongkat to survive.

    The more you protect => the less competitive they are => the weaker they get in the long run. This conservative way of protecting doesn’t help them grow. MiTi should be helping them grow, not distorting their growth. If we want to “protect” or assist with their growth, open up the market gradually, not immediate, but with a gradual well planned strategy without compromising our local automotive industry. Let the market regulate over time and let both P1 & P2 be more competitive so that we can compete outside Malaysia.

    So you want CKD but ask them to export 80% of their CKD and 20% that is for local need to be Rm200k above? Local manufacture dont need protection. If they cant compete the need to close down then the employment will be taken by those CKD that is successful. Keep protecting the Malaysia automotic industry will goes into regression. Look at Thailand and Indonesia, their OEM out perform Malaysia OEM that still need tongkat after 30 years.     Protectionism does not work. After so many decades of protectionism, Proton and Perodua are still insignificant auto industry players. The lazy govt. Is repeating it’s original mistake and did not work on updated policies. This same playbook for EVs is doomed to failure.

    If the market is open and BYD can make a good business of their new factory, more jobs will be created. So why is the government only looking at the downside without considering the upside?

    Using two Draconian criteria like 80% of production for export and RM 250K selling price makes the business case for the factory doomed. It’s a no brainer for BYD to pull out and cut losses! There are other smarter governments in SE Asia who will welcome them with open arms.

  • I’ve got 2 BYDs, they’re solid cars. In Thailand, the Atto3 is priced at RM80K and Sealion 7 AWD about RM120K. They’re so prevalent it’s being used for Grab. Here, they trying to make BYD premium beyond the reach of most Malaysians whilst protecting junks from P1 and P2. Why is this Government trying to hard to demote Malaysian’s standard of living?

  • We have an ex-UMNO Minister running MITI. What else can we expect? I’m sure if a crony is to partner with BYD to assemble the cars, it could be kowtim. With fuel prices hitting the roof, and fuel subsidy hitting RM4 billion, the government should promote hybrid and EV vehicles. Perhaps, tax-free? I opined that what they lose in taxes could be offset by the savings in fuel subsidy.

    Just admit that Perodua is the one that needs protection.
    Proton dont really need it anymore as they can easily adapt any Geely model and produce it with their logo. With P1 new parents, any product can be roll out quick and cheap. U want a cheap EV, go ahead and rebadge this model, u want cheap ICE then they strip down that model and dont forget about upmarket category.
    Should protection is removed then Geely is well prepared and knows what to do. They are not jaguh kampung like what P1 old team is or P2. They are experienced global player.
    P2 on the other hand is an experienced jaguh kampung. No doubt they are producing OK cars but selling cheap cars will no longer be that profitable if they can no longer sell in huge numbers once the ‘condom’ is removed.
