The road transport department (JPJ) has identified over 15 million vehicles nationwide that have not had their road tax renewed for over five years, reports Berita Harian. This represents around 37% of the 41 million vehicles currently registered in the department’s database as of December last year, with a significant portion believed to be abandoned or end-of-life vehicles.

According to transport ministry land division secretary Datuk Mohamed Irwan Mansor, motorcyles made up the majority of vehicles with expired road tax at 9.76 million. This is followed by 4.07 million private cars, while the remaining two million is made up of buses, taxis, rental cars and goods vehicles.

“Based on these figures, we are concerned that when a vehicle’s road tax is not renewed for over five years, it is at high risk of being abandoned. For vehicles that are no longer in use, they should be disposed of through proper channels so they can be officially removed from the JPJ registry,” he said.

The data shows that there are currently 15.61 million active cars with valid road tax, which brings the total number of cars in the country, including inactive ones, to 19.69 million,. Meanwhile, motorcycle registrations are at 18.9 million, although 9.2 million are currently deemed inactive on the road.

To address the issue of ageing and abandoned vehicles, the transport ministry launched a matching grant programme for the replacement of old vehicles in January this year. Under the RM10 million initiative, eligible recipients with vehicles aged 20 years or older can receive a grant of up to RM2,000, which will then be matched by participating local vehicle manufacturers, when switching up to a newer vehicle.

Currently, the programme applies to all Proton models, as well as the Perodua Aruz and Ativa. Even if a vehicle is no longer roadworthy, it remains eligible for the grant provided the engine and chassis numbers are intact and the owner is an immediate family member of the applicant. To date, nearly 3,000 owners of old vehicles have participated in the matching grant programme, with RM4.43 million in grants already disbursed.

Irwan also said the ministry will use more high tech methods for road tax enforcement, with the JPJ expected to implement an automatic number plate recognition (ANPR) system to detect vehicles with expired road tax. “This is a preliminary step to track down over 2,000 abandoned cars. We hope this programme raises awareness about the importance of proper vehicle disposal,” he added.

      JPJ identified from their data base records the motor vehicles with road tax which had already expired for over 5 years, from the time before physical road tax stickers were phased out.

    • Making a fake tax sticker is not rocket science. It is easier to detect the lack of tax and false vehicle registration based on the registration number displayed and is reliable enough.

    Basically PH Gomen duwan Msians to drive expensip Lambos . They want to keep impounding only supercars while the poor B40 motorbikes get off scot-free. PH Gomen is working only for all the poor and not for the T1 wealthy Malaysia.

      It is common that people don’t scrap their vehicle and deregister with jpj. especially when it is motorcycle.
      Good thing that transport ministry is looking into using JPJ database in meaningful ways. i think they are looking for high end vehicles without road tax renewal.. i would do that if i run JPJ. by right JPJ have ample data to mine and determine which owner didn’t renew their road tax… i think they should focus on commercial vehicles first after luxury sports car.

    • Roadtax is cheap. But insurance is not. Especially for bikes, they are quite expensive because ncd max is 25% unlike cars’ 55%

    nonrenewal of road tax or insurance these are all minor crimes . autorithies better focus on more hardcode crimes such as walking on q book , and selling limited edition halla soxx from jj mart.

      Minor crimes until a major accident happen and the innocent cannot be covered by the perpetrator’s insurance. Then whose fault is it?

    Nowday all these riders are very happy, enforcement is so laxed until they don’t even bother to put on “proper fake plate”, many of them have no plate, plate hid under mud guard, plate with the font so small you will need to have binoculars. You can’t report them, speed/red light camera can’t identify them.

    When they crashed into you, police will says, nothing they can help with your insurance claims because they don’t have any insurance & road tax, if you want you can file a legal action yourself. They get off free with a saman that don’t even a bother to them, gantung lesen? They either don’t have one or will continue to ride without one. Confiscate bike? They will find/steal/buy using other identity another bike easily. They are like king on the road, laws doesn’t apply to them.

  • MOT can open operasi pemutihan whereby those with expired road tax exceeding 3 years, do not require PUSPAKOM inspection.
    I knew a few that avoid the renewal because of reluctant to go to PUSPAKOM after 3 years failed to renew.
    After operasi pemutihan, then can do strict enforcement. More vehicle registered, more money to government as well. Win-win situation.

    You can run but cannot hide. Easy for jpj to check road tax and insurance in the system. That’s why all high end cars easily identified.

      if its really so easy for jpj to identify like you said, then all cars should kena not only high end cars. the real reason is because jpj goes all out to catch high end cars owned by T1 wealthy but ignores the equal offense crimes committed by m40 and b40, because this robbinghood gomen is for the poor only and is against the rich.

    Banned all roadblocks. Jpj got database, so fully utilise all government assets and start visiting those culprits together with pdrm traffic. Let the tax payers use the road smoothly. By the way kindly increase the highway speed limit to 130kmh to justify the relevance actual traffic speed flow without being ticket for so called “speeding”.

    My car blacklist i tryed to pay the saman tru online can’t go tru so i hv to jpj waited for 1 1/2 hrs i told the counter that my car got blacklist he ask for my car number and told me he unblocked me now i can pay online what i don’t understand is why block in the first place i could hv just pay online
