The road transport department (JPJ) will work with the immigration department to carry out integrated enforcement operations against companies or lorry operators which foreign nationals without valid driving licences to work as drivers, Bernama has reported.
The integrated enforcement approach is the latest measure taken by the JPJ after repeated cases of lorry drivers, with garbage truck drivers in particular, found to be driving without valid licences and to be misusing work permits, and these included individuals employed by cleaning companies owned by the Selangor state government, said JPJ senior enforcement director Datuk Muhammad Kifli Ma Hassan.
The department found that some cleaning companies continued to employ foreigners without valid driving licences as lorry drivers, posing a safety risk to other road users as a result, said the JPJ senior enforcement director.
“Based on statistics from January to date, Selangor JPJ has detected 5,915 offences involving foreign drivers during a series of operations targeting cleaning companies. Of that number, 2,170 summonses were issued for various offences, while 1,729 inspection notices, 1,620 vehicle prohibition notices, 154 interrogation notices, 138 seizure notices and 104 requesting driver details were also issued,” he said.
A total of 25 lorries from the same company were seized in the past 10 days, mainly for being driven by unlicensed foreigners, not having road tax or insurance, and for poor maintenance. Referring to the 25 lorries seized, JPJ will revoke their permits under the Land Public Transport Act (APAD), however this action is insufficient as companies that hire illegal drivers are not directly penalised, Muhammad Kifli said.
The integrated enforcement operation between the JPJ and the immigration department is a new measure aimed at addressing repeat offences and preventing accidents, particularly those involving heavy vehicles, the JPJ senior enforcement director said.
Last month, JPJ seized 22 garbage trucks belonging to KDEB Waste Management (KDEBWM), for various offences including operating without insurance and motor vehicle licences, as well as being driven by foreign nationals without valid driving licences.
The waste management firm attracted attention when the driver one of its garbage trucks lost control approaching a toll plaza on the LDP, crashing into a concrete barrier. The driver of the truck fled the scene after crashing into the toll plaza, while the truck attendant suffered head and facial injuries.

why jpj only? why not joint operations with pdrm and immigration? is minister Loke the last man standing, a one-man-army bulwark against unlicensed foreigner drivers?
jpj could conduct joint operations with pdrm, immigreation, and AG prosecutors to bring down full force of law enforcement because…
JPJ semakin garang. Bagus!!
so what are the other authorities such as pdrm, AG , immigration – doing ? all only depends on jpj to do work?
Deswai, satu kali pakat with pdrm and imigresen and deport these illegal foreigners for breaking our laws lah.
As for Malaysians who are responsible for allowing this to happen in the first place – from the immigration officer who allowed them in, the agencies who gave permits, to the big fish who employed them – campak in jail terus. No fine. Otherwise it only advantages the rich taikos over the poor immigration officer who can’t pay his/her way out.
Maybe then our locals got chance to have employment. No good hearing the talking heads say locals don’t want to do 3D jobs but actually there is no space for them in the first place.
how about they incentivised the public to give proof of the drivers
