There will be no more saman discounts from next year onwards. “This is because discounts based on programmes are unfair to those who are responsible and pay their summonses early,” transport minister Anthony Loke said in parliament today.
Instead, there will be a new saman structure following the ‘The Less You Delay, The Less You Pay’ principle, which as its name suggests, gives better rates if you pay early. Conversely, there will be no discount if you pay late and court action or blacklisting await those who don’t settle compounds after 61 days.
From January 1, 2026, compounds paid within one to 15 days will be entitled to a 50% reduction, while a 33% reduction awaits those who pay between 16–30 days. It’s the full compound rate with no discounts for 31–60 days and court action/blacklisting for unpaid saman 61 days and above.
The discounts are not applicable to non-compoundable offences such as driving without insurance or a licence, or displaying a fake road tax, Loke said.
But before we reach that stage, there will be a transition period where the public can settle existing compoundable JPJ and PDRM summonses at reduced rates of between 50 and 70% from November 1 to December 30, 2025.
“After this period, the ‘The Less You Delay, The Less You Pay’ principle will be fully enforced, and no reductions will be offered for summonses unpaid within 60 days,” Loke declared, reported by Malay Mail.
“I call on all road users to settle outstanding summonses before December 30, 2025, and to join efforts in fostering a culture of responsible, disciplined, and safe driving,” the Seremban MP added.
Also, the government will be standardising the compound rates and enforcement methods between the JPJ and PDRM. Loke said that the Cabinet, on October 17, decided on the move to ensure uniformity and prevent confusion and perceptions of inconsistency in law enforcement nationwide.

Why need to wait till election when there will be discount everytime in first 15 days? And now there is discount from 50 to 70pct? Its not like before election there is 90pct discount. Pls shut your lowly negative mind and keep it to yourself

Harlo, please improve your notification first. I was not aware I had a summon until I logged in to MyPDRM to check. If like that then how can one pay swiftly within 15 days or worse, avoid blacklist

Last time already said want to penalise those who paid late as not fair to early payers yet nothing happened. You said JPJ wont give discount but you eat back your own words by giving discount to JPJ summons…..say want to penalise heavy vehicles coz they never pay summons yet you give another 14 days to pay up, so all this new initiatives of no discount, well…… we aint gonna take you seriously until you seriously gonna take action. I would propose the other way round. the compound is RM300 if pay within 15 days. 16 to 30 days there will be penalty of RM100 making the total compound RM400. 31 to 60 days increase the penalty another RM100, making the total RM500. above 60 days blacklist/court action.

Will I be informed that I have to pay a fine? How? What is blacklist? How do I get out of blacklist?
Luckily no mentioning that petrol subsidy would be withhold if saman is unpaid for more than 150 days!.
