Yes, Gillian Anderson has commented on it on her OS recently, she says all of the actors are "signed on," but there is some hiccups with the networks and who has the rights and all sorts of red tape like that, so there has really been no movement on it whatsoever. Supposedly there's no script at this time, either.

How can they say that there's going to be a movie if they havn't even got a script! As much as I love the X-files I hope that they scrap the idea. I'd love to see more of Mulder and Scully but I just think that a sequal would spoil something good.

They already "spoiled something good" when they continued making episodes after the 7th season. The 8th and 9th seasons were garbage.
