I suspect I've much less experience with liveLAN/online Q3/TA than you do, but I recall from the last time I sat down to a few hours of Team Arena that there was some sort of 'deathmatch counter' built into standard unmodded Q3/TA, or at least that's what I remember. Do you mean some sort of wide-spanning multiple-LAN counter; that would keep track of multiple LAN's worth of DM kill scores? I know Q3's DM/CTF had point counters per game individually (killed-by score for DM and capture scores for CTF, respectively) but I don't know whether or not this could be applied to a long-running permanent scoreboard.
I'd suggest going looking under Mods or Deathmatch Add-ons in the gaming file site you prefer (I used to frequent FileFront myself; I think it's called GameFront now) or just doing a general search in Google with the pertinent terms (or just something like 'Q3 deathmatch mods') in the box; if it's out there it sounds like a mod that more than a few people would find useful, and if a body's got it on their own indy site I suspect it'd show up without a lot of searchtweaking.
