Add a new directory authority: Nicholas Merrill

This ticket is to add Nicholas Merrill (#21914) relay as a new directory authority. At this time, his candidate relay has been running in the test network for many months and Nick is working at transitioning it to the real network.

We've requested of Nick to also run a bandwidth authority.

Once Nick has completed the setup, he will be adding the needed information on this ticket so we can then create a DirServer line that current dirauth can add to their configuration.

Once that is complete and working, a config.c patch will be provided (GPG signed) and hopefully confirmed by others.

Putting in the 031 milestone and we'll handle the backport in time.

As usual, I am leaving it to the directory authority operators to reach their decisions on whom they want to vote with. Once Nick's dirauth is regularly voting with the others and signing the same consensus documents, we can add the appropriate lines to config.c.

(Note also -- I am not the same nickm as Nick Merrill; I am a different nickm.)

If this is set up on an 0.3.1 timeframe, it can happen in 0.3.1. It can also get backported to 0.3.1 after the 0.3.1 merge window is closed.

I'm putting this ticket in "unspecified" for now, but I'm happy to take it as soon as the directory authority operators tell me it's time.

I'm Ccing myself so I can see that the new dirauth gets added to OONI's test list, once its addresses are available.
