Because there's literally no possible way for this to make a modicum of sense. But you also haven't given us basically any info that actually helps to troubleshoot.

So, it's either user-error, OR there's an error message of some sort. You need to show that message so that people can help you.

We can eliminate it being a global bug affecting everyone. So nothing on the game / steam level.

We can eliminate it being an install issue.

Presumably we can eliminate it being an "oops, I didn't actually try to save" issue.

You say you have proper permissions and no firewall / av stuff going on.

The game itself is saying it saved, so it CAN save. And you've saved before, years ago.

Here are the remaining possibilities I can think of:

1.) you're lying. (improbable - why would you lie? Nothing really to gain. But, technically possible)

2.) you're missing something you THINK you did, but didn't, actually, check from the prior things we've gone over and excluded. (This is the most probable of the remaining potential causes)

3.) There's some weird freaky glitch / bug / bad luck / paranormal curse that's causing you, specifically, to be the only person in the entire world to play this game and NOT be able to save. (did you break any mirrors or piss off any deities lately? Rather improbable but technically impossible to prove impossible therefore it IS possible)

4.) Something that SHOULD be entirely unrelated to saving, is messing things up (second-most probable - I guess, mess around with graphics settings? Or drivers? Or sound settings? Try installing Steam on a different storage drive?)
