At the same time what you're basically asking for is a invasion of privacy to essentially make these few people just not be able to play when they can just very easily make a new account so. . . meh.
even if they do "ip" ban, again all they have to do is contact their ISP and get a new one registered. please use your brain just a little bit before spouting nonsense just because you're this upset with a video game.
Placemnt matches = it takes longer for a smurf to start maessing with peoples games. + makes less accounts that need to be reported couse lets be real alot of em will be too lazy to do the placments.
there are hundreds of thousands of players from Steam to epic to consols you cant just have em all mass banned for smurfing like it sounds u want. Practicly speaking and logisticly its not gonna workout like that
otherwise one of the dumbest things i've ever heard, you're telling me they straight up ban anyone who has smurfed which includes a lot of streamers/beta players who got to enjoy the game before anyone else could publicly?

Requesting a new IP from your ISP costs money, which would be a good deterrent. And as a Senior Security Engineer your IP is not an invasion of privacy. IP's are made available by your ISP for tracking you and what you do and what you look at online. IP's bans are a common thing with companies, as a network admin you should know this.
On repeated offence there should be season ban, later and game mode ban.
But the ban should be on HW ID for all accounts tied to that HW ID, so they cannot create a new, FREE ACCOUNT, and continue smurfing.
Banning on IP is not practical, some people have dynamic IPs and can easily spoof MAC address to get new IP address. Also when they do that, some other person from same ISP could have been banned that didn't do anything.

Also it's not being mad about a videogame , for you it might just be a video game for others it's their hobby it's their freetime and their escape from reality space being ruined by jerks that obviously lack parents and social life with decent people arround
I have a question on why ur aginst adding stuff to Prevent or slow down smurfing instead of trying to outright ban them instanbtly which is hard todo couse its
A: hard to proove if someone is just good or a smurf at time
B: impreactivle at this scale with the number of bypasses for it
If you make then do progress to get into ranked and ghet put into higher ranks potentially like placment matches then they wont be smurfing as much.
